HTC this year
has come with some smartphones, but no flagship devices are offered
along with dual-camera support - in contrast to a variety of other
device manufacturers. Most recently, HTC has launched the
HTC U11 + which comes with a 18: 9 screen design, but is still absent
with dual-camera support behind.
HTC has previously come with several smartphones using the dual-camera behind, and the last one is the HTC One M9 +. It comes with dual-camera support - which is more about the ability to refocus the picture after it's recorded, rather than to zoom support or portrait recording mode.

Speaking about it, the HTC cited saying they will be present with a dual-camera smartphone in 2018.
